preemptive scheduling (not pre-emptive) is associated with the operating system and what processes get the os resources. in a preemptive scheduling scheme the operating system has the ability and control to interrupt the currently running process and move it to the ready state. non-premptive just allows the process to continue running until it must wait for another resource (usually an I/O device) or until it is completed.
and finally, your question about the cmos and mosfet crap deals more with electronics than it does with actual computing. if i am wrong in this statement, please forgive me and i will do better to answer the question. in fact, i'm not sure, but the cheat might be able to answer that one better than myself, although we are computer guys, not eletric engineers.
